USB MIDI stuck for a while in window 7，midistuck

Connect MIDI keyboard
open MIDI-OX
begin pressing  repeatedly
expected outcome: all notes sent

actual outcome: the first 7 notes are successfully sent before output ceases for 2-3 seconds. Output then continues as expected.

during the ceasing ,i can see  the note message send to computer  in bushound's view but can not see in "MIDI OX". So,i do believe the keyboard has send the message out ,but the MIDI OX  can not get this messages from the win7 system during the ceasing time.. 

by the way , XP and Mac  do not have this problem.

Is the MIDI Keyboard's driver used in Windows 7 the same as the one used in Windows XP?
